CRIME REPORT 31 OCT


BRITISH NATIONAL CONVICTED IN NARCOTICS CASE

1. Today 31.10.2011one British National Mr. Christopher James Harman has been convicted sentenced with simple imprisonment till the rising of court & fined of Rs. 10,000/- by Ld.JMIC Manali in case FIR No 195/10 dated 29.08.2010 U/S 20 of ND&PS Act PS Manali as 50 gram Charas was recovered from his possession at Shaminala during patrolling by ASI Rajeev Kumar I/O PS Manali.

CASE OF ARREST UNDER POLICE ACT

2.    One person namely Deepak S/o Sh Shankar R/o Rahla PO Shayari Sub Tehsil Aut Distt Mandi has been arrested U/S 114,115(2) Police Act by SHO PS Bhunter at Bhunter Bazar on 30.10./2011.

CRIME REPORT 30 OCT

CASE OF HURT, OBSTRUCTING WAY, ASSAULT ON PUBLIC SERVANT AND CRIMINAL INTIMIDATION

1. Case FIR No 248/11 dated 30.10.2011 U/S 341,353,332,504 IPC has been registered in PS Banjar on the statement of Prakash Chand S/o Sh. Narotam Ram R/o vill Kanna P.O Tikar Tehsil Sarkaghat Distt Mandi A/P HRTC Driver Rampur Depot, stated that on 29.10.11 he was enrouté from Rampur to Kullu. At about 4.25 pm when he reached near Ghiyaghi station, one Tata Sumo Driver bearing No HP-01K-2639 suddenly stopped him and pulled him out from the bus and started abusing and beating him. Case is being investigated by HC Shesh Raj I/O PS Banjar.  

ARREST IN PREVIOUS CASE

2. On 29.10.11 two persons namely Mr. Nihal Singh S/o Sh. Man Chand r/o Chhenur P.S Bhunter Tehsil & Distt Kullu and Smt. Niriksha Pal W/o Sh Sudarshan Singh R/o VPO Diyar have been arrested in previous case FIR N o 184/11 dated 4.8.2011 u/s 420,467,468,471,120 B & 13(2) prevention of Corruption case which was registered in P.S Bhunter.

ARREST IN PREVIOUS CASE

3. On 29.10.11 one person Sh. Sar Chand S/o Maan Chand R/o Kinja P.O Puid Tehsil & Distt Kullu has been arrested by I/O PP city at bus stand Kullu in  previous case FIR NO 539/11 Dated 27.10.11 u/s 341, 323, 506, 34 IPC registered in P.S Kullu.

KIDNAPPING FOR MARRIAGE

1.    Case FIR No 246/11 dated 28.10.2011 U/S 366 IPC has been registered in PS Niramand on the statement of Jiwa Ram S/o Sh. Daya Ram R/o Bagi Tehisl Nirmand Distt Kullu sated that on 26.09.2011 he lodged a missing report of his wife Smt. Lata Devi (Factious name) and he searched her everywhere but she was not traceable. On 28.10.2011 his wife told him telephonically that she got married to another person. Case is being investigated by ASI Mohan Singh I/O PS Nirmand.

CASE OF THEFT FROM ATM CARD

2.    Case FIR No 247/11 dated 28.10.2011 U/S 379, 34 IPC has been registered in PS Banjar on the statement of Kewal Ram S/o Sh. Duni Chand R/o Balaun PO Bahu Tehsil Banjar Distt Kullu stated that Sandeep stolen away his ATM card and withdrew Rs. 63,000/- from his account with the help of another person. Case is being investigated by ASI Prabhu Ram I/O PS Banjar.

CASE OF ACCIDENT

3.    Case FIR No 221/11 dated 28.10.2011 U/S 279, 337 IPC & 187 MV Act has been registered in PS Bhunter on the statement of Raghuvinder Singh S/o Sh. Kalyan Chand R/o VPO Shamshi at present shopkeeper Shamshi stated that on 28.10.2011 at about 5.30 PM when he was in his shop at the same time one enfield Motor Cycle No HP-34C-0439 came towards from Kullu and hit a child named Apurva. Case is being investigated by HC Uttam Chand I/O traffic wing Bhunter.

                        In compliance of the section 67 of HP Police Act (67.  (1)  The territorial jurisdiction of a Police Station shall be divided into a suitable number of beats, each covering a village or part thereof, or a cluster of villages, to be kept under the direct charge of a Non-Gazetted Police Officer Grade-II (called Beat Officer) for maintaining regular and close contact with the villages under his charge. (2) The officer-in-charge of each Police Station shall ensure that every village in his jurisdiction is covered by the Beat Officer in the manner prescribed by the Superintendent of Police of the District by a general or special order.) the entire Jurisdiction of District Kullu is divided into 63 beats and 25 Chowkis.                                 The duties and responsibilities of the Beat Officer in respect of his Beat, (as per section 68 of HP Police Act) to— (i) maintain liaison with community elders, members of the Panchayat residing in that village, the local Numberdar, local officials such as Patwari, Forest Guard and Chowkidar of the Panchayat , and residents of each village under his charge, and to review, during every visit, the crime prevention measures in the village; (ii) collect information relating to crimes and criminals and activities of subversive, militant and anti-social elements, if any, in the village and communicate the same to the officer-in-charge of the Police Station; (iii) maintain watch over history-sheeted criminals and bad characters, if any, and others with criminal record; (iv) acquaint himself with local disputes having potential for violence or with caste/communal overtones, and inform the officer-incharge of the Police Station with all available details; (v) carry out any other policing task as may be assigned from time to time , including facilitation of witness protection, in respect of the villages assigned to the Beat; (vi) keep a record any public grievances and complaints in relation to policing and inform the officer-in-charge of the Police Station promptly; and (vii) maintain in such manner as may be specified, a record of the duties and responsibilities carried out by him during his visits and submit the same to the officer-in-charge of the Police Station every month.

Assistance to Gram Panchayat (as per section 69 of HP Police Act) - The officer-in-charge of a Police Station and the Beat Officer shall give immediate information, in the manner prescribed, under the Himachal Pradesh Panchayat Raj Act, 1994, to the Gram Panchayat, of any offence that has come to his knowledge and has been committed within the jurisdiction of the Panchayat and is triable by the Panchayat.  He shall assist the Panchayat in the lawful exercise of its authority in all such matters.

Duties of SHO and Beat Officer (as per section 70(1) of HP Police Act) - The officer-in-charge of the Police Station shall cause to be maintained a Village Register in such manner as may be specified, entering therein major crimes, incidents or occurrences with potential for crime, based, inter alia on the monthly report of the Beat Officer, and  shall classify villages as  ‘Sensitive’ or ‘Non- Sensitive’ Villages  in  consultation with the District Superintendent of Police.

Assistance to Investigation Officers – Beat Officer will render all assistance to the Investigating Officers with respect to the investigations of the cases of his beat.
Based on performance of the Beat Officers and the Quality of the Beat Book SHOs of all Seven Police Stations will propose name of one Beat Officer every week to be declared “BEST BEAT OFFICER OF THE WEEK”. Out of the seven Beat Officers one will be selected by the undersigned. His/her photograph will be displayed on the notice board of SP Office.
These designations/postings should be mentioned in all official communications. For example if C Khoob Ram 115, Beat Officer Raison. All MC will also give there designation as MC1 or MC2 etc.
