Kullu stated that her husband, father in law, mother in law, and sister in law tortured her and demanded dowry and they threatened her with dire consequences. Gopi Chand Dogra S/O Sh.Jit Ram Village and PO Kararsu Tehsil and District Kullu alleged that on dated 25-11-11 at about 6.30 PM when he was in his house in the mean time two person namely Hira Lal and Ranjeet S/O Sh. Mathur Manager Patel engineering company Bayal that on 24-25/11/11 intervening night Kewal Ram S/O Sh. Ansu Ram Village Kundakode Tehsil Nirmand Distt. Kullu and Tara Chand S/O Sh. Girja Ram Village Baridhar were caught red handed with 35 bags of cement carrying in vehicle No HP 35-1287 Pickup stolen from company store Bayal. Case is being investigated by S/I SHO PS Brow.

She has doubt that Sh. Shyam Lal & Sheela Devi is responsible for Kidnapping of her daughter Anita Devi. Case is being investigated by SI/SHO Gulam Akbar P.S Nirmand.

Ridku Ram R/o village Rumsu PO Nagar district Kullu stated that on 22.11.11 when he took a rented room in hotel Kailash in AB Kullu. He came out side the market to recharge his mobile phone. On the road three person namely Radhe Shayam S/o Sh. Kashmiri Lal R/o A.B. Kullu,  Arpit  S/o Sh. Ashwani R/o A.B. Kullu and Abhishek S/o Sh. Bhim Singh R/o A.B Kullu met him and forcibly snatched Rs.9,000/-  from his pocket.  Radhe Shyam and Abhishek have been arrested in this case. Kullu stated that on 19-11-11 at 10 pm when he was coming to Banjar, at Khundan bridge one tipper no. HP 49A-0751 was unloading soil and stones in the bank of river Tirthan , the driver of said Tipper lost the control over tipper  while unloading and the Tipper fell down in the river about 100 feet down and the driver Om Parkash jumped from the Tipper but two other persons namely Murari Lal and Mohar Singh s/o Dola Singh R/O vill Shira (Balichowki) Distt. Mandi who were also in above Tipper, died on the spot (.) The case is being investigated by ASI Ghanshyam Lal I/O TTR PS Banjar (.)

1. Case FIR No. 229/11 dated 17/11/2011 U/S 420, 506 IPC has been registered in PS Bhunter on the statement of Sh. Abdul Haq S/O Sh. Meer Hussain R/O V.P.O. Bajaura Tehsil and Distt. Kullu stated that on 17.06.2011 he sold his Tipper No HP-58-1948 to Sh.Mukesh Kumar S/O Sh. P.C. Sharma R/O Khon P.O. Saprun Tehsil and Distt. Solan for Rs.4 Lac and forty Thousand, out of these Mukesh had to pay 4 Lac to Shri Ram Finance Company and rest 45 thousand according to affidavit Mukesh Kumar also promised that he will pay the above 45 thousand with in two months and  transferred the vehicle to his name, but till date above Mukesh Kumar neither transferred vehicle nor paid any installment to him,and he knows that above Mukesh Kumar has sold above Vehicle to third person namely Boby R/O Basal in Sloan district .Mukesh Kumar cheated him and also threatened him. Case is being investigated by ASI Naresh Chand I/O PS Bhunter.

Case FIR No 372/11 dated 17/11/11 U/S 279, 304A IPC has been registered on the ruka of SI Mathru Ram alleged that a telephonic information was received in PS Manali that one person was lying injured near Aalu ground. On this information he went to the spot to verify the facts and he found that some unknown vehicle has hit an unknown person, who died on the spot. Case is being investigated by SI Mathru Ram I/O PS Manali.

Case FIR No 342/11 dated 17.11.11 U/S 279, 337 304A IPC has been registered in PS Anni on the rukka of PSI Vivek Sharma when telephonically information received in PP Luhari that one JCB met with an accident near Chhonti. On this PSI Vivek kumar rushed to the spot and found that above JCB coming towards Luhari to Anni and met with an accident due to rash and negligent driving of driver Ses Ram S/o Bhag Singh R/o Shoja Tehsil Nerchowk Distt Mandi and he died on the spot. Case is being investigated by PSI Vivek I/O PP Luhari.

Case FIR No 343/11 dated 18-11-11 U/S 279,337 IPC has been registered in PS Anni on the statement of Sushil Kumar S/o Sh Bihari Lal  R/o Village  Binan PO Poeag Tehsil Anni stated that on 17-11-11 he was coming to Suwad lavi fair along with Arun Kumar and  Manu Ram when they reached Chimni Kanchi one vehicle spark coming towards Binan and  when spark car reached Sehul curve it fell down about 150 meter. CASE OF BURGLARY

1. Case FIR No 371/11 dated 16/11/11 U/S 457, 380 IPC has been registered in PS Manali on the statement of Sh. Raj Sharma S/O Sh. Krishan LaL Sharma R/O VPO Dobhi Tehsil & P.S Manali Distt. Kullu stated that he is working as travel agent and he is residing in rented room at Gurudwara Road Manali. On 15/11/11 at around 1.00 P.M he locked his room and went out his business. At around 10.15 when he came to his room then he found that the lock of door was broken and one person was found inside the room and disclosed his name Bhup Singh S/o Sh Suraj Singh R/O Sinhan Tehsil Sarkaghat Distt . Mandi. One carpet, two suits gents, three lady suit cloth and cash Rs 1300/- was stolen from his room. Case is being investigated by ASI Jagjeet Singh.

2. Case FIR No 226/11 dated 14.11.11 U/S 279, 337, 304A IPC has been registered in PS Bhunter on the statement of Pharman Singh S/o Hari Singh R/o Palsaehar P.O. Nagwain Distt Mandi stated that on 14.11.2011 when he was coming back from with marriage party in Bus No HP-66-2115 of KTC Kullu from Bhosa to Tegubehar and when the Barat reached near Amru Dawar the driver of bus loose the control on the Bus and fell down 15/20 feet from the road. In this incident one person namely Dhani Ram S/O Sh. Sadhu Ram village Seribehar district Kullu died on the spot and Rajesh Kumar R/o Nagger has died in RH Kullu. Case is being investigated by ASI Dhani Ram I/C TW Bhunter. Around 24 people have been injured in the accident.

3. Case FIR No 227/11 dated 15-11-2011 U/S 457,380 IPC has been registered in PS Bhunter  on the statement of Sh. Vijay Kumar S/o Sh. Maya Dhari R/o Ambika General store building Parla Bhunter  stated  that on  12-11-2011 at 9.30 am when he reached at his shop and he saw his  shop shutter was opened  and found his  pot (bartan ) was stolen by some unknown culprits. Total value of stolen property is worth Rs.55, 000/- . Case is being investigated by ASI Gangbir Singh I/O PS Bhunter.

4. Case FIR No.  228/11 dated 15-11-2011 U/S 379 IPC & 3 of PDP Act has been regdistered in PS Bhunter on the statement of Sh. Mangat Ram S/o late Sh. Mani Ram village Sarwal P.O. Saletar Sub Tehsil Kotli Distt. Mandi at present regular laborer section Bara Bhuin(Bhunter) BSNL stated that on 14-11-2011 in morning time he received a complaint from Chhotta Bhuin that telephone  are not functioning . On this complaint and he rushed to the spot  and found that in the intervening night 13/14-11-2011 some unknown culprits cut and stolen the telephone cable wire  from Chhotta Bhuin (.) Case FIR No 96/11 dated 13.1.11 U/S 3, 4/3/67 Public Gambling Act has been registered in PS Brow on the rukka of SI/SHO Prem Lal   alleged that on 13.11.11 when he was on patrolling duty at Chatty he raided in the house of Jagdish Chand and found 12 persons namely Bir Singh 2. When they asked to take side the vehicle then they all three person came down and beaten him with rod and one Kaula Ram punched him on the nose. Case FIR no 368/11 dated 11/11/11 U/S 302 IPC has been registered in PS Manali on the statement of one Khem Raj S/O Sh Khub Ram R/O Solang P.O Palchan Tehsil Manali Distt Kullu stated that he is the owner of hotel ice- land and there is a khoka of one Rupa Devi near his hotel. Today on 11/11/11 at around 9 AM, when he arrived at the gate, Ramesh S/o Padam Bahadur told him to call the police as his father has gone missing since night and today he has seen blood on the septic tank of hotel snow nest. He has doubt that some unknown person has murdered his father Padam Bahadur. Case is being investigated by Inspr/ SHO LalMan Sharma PS Manali.

On 9.11.11 when his wife was alone in shop, one Bhag Chand Rana came to his shop and he took away his mobile a/w sim from his shop. When he came to know about his mobile, he along with Dharam Chand went to bring his mobile back from Bhag Chand. When they reached Shanag nala by his vehicle no HP-58-2656, he parked his vehicle there and asked Bhag Chand to return his mobile back but Bhag chand grabbed him from chest & torn his sweater & damaged his vehicle and  threatened him also. Sarif Mohd S/o Noor Jamal r/o village Hat Bajaura, alleged that on  9.11.11 at about 9.00 PM he parked his vehicle No HP-66-2751 beside the road near his residence. In the mean time one Maruti car no CH-01Y-7554 came from Bajaura side in rash & negligent manner and collided with his vehicle. his wife Nirmala Devi was cleaning the utensils in courtyard. At about 10 PM Paras Ram s/o Gian Chand village Kaneuli P.O Palach entered in his room in drunken condition and started to quarrel with him. Case FIR No 253/11 dated 7.11.11 u/s 457, 380 IPC has been registered in P.S Banjar on the statement of SuryaKant Agase S/o Digamber Agase vill Ravi Shanjar Stadium Badi Pota Raypur city a/p administrative officer L&T company Sainj Kullu, stated that on dated 7.11.11 at 1.00 AM when he along with Sitender Kumar Singh was on checking  the security guard at Adit –II Shalwar near cement store ,they found  three persons namely Jitender Kumar, Lal Singh and Khub Ram were loading cement in a truck No HP-49-1121 Tata 407. When they  checked  inside the truck  they found 11 bags of cement  and 19 bags were lying on the road for loading. The above three persons found stealing the cement bags from their cement store. Accused (s) arrested and case is being investigated by HC Narayan Singh I/O PP Sainj.

3. Case FIR No 223/11 dated 5.11.11 u/s 451,323,34 IPC has been registered in P.S Bhunter on the report of Smt Savitri Devi W/o Sh. Amar Chand R/o Parganoo P.O Bhunter age 42 yrs, reported that on 5.11.11 at about 5PM,  she was in tea shop at Bhunter, at the same time one Puran Chand r/o Shurad entered there along with 2-3 persons  and asked her to give her shop to Nara .When she refused to do so, Puran  chand and other persons started to  beat  her with kicks & punches. She sustained injuries due to their beatings. Case is being investigated by HC Jitender Kumar I/O P.S Bhunter.

Case FIR NO 93/11 dated 5.11.11 U/S 3,4 of Gambling Act 1967  has been registered in P.S Brow against 20 persons i.e. Het Ram,Ram Sharma ,Baldev, Ramesh  Negi, Devinder, Ishwar, Jajeev,Om Prakash, Raj Kumar, Balveer  Singh ,Ved  Prakash ,  Karm Singh,  Kushal Chand, Sunil Kumar, Rajeev ,Raj Kumar,Roshan Lal, Rakesh Kumar, YubRaj ,Rohit  and Dil Sukh  while they were found  playing /gambling in the house of Dilsukh  during raid conducted by SI Megh Singh along with staff and recovered Rs 3625/- from their possession. Case is being investigated by SI Megh Singh.

CASE OF INQUEST

6. On 5.11.11 Ex Pradhan GP chheuner informed in P.S Bhunter that a male dead body is found in the village Chowki on the way. On this information ASI Nirmal Singh along with staff rushed to the spot where he found an unidentified male dead body on the way to chowki village.  D/R of dead body is as under--- age about between 40 to 45 yrs whitish colour. Wearing T-shirt green colour, grey sweater, blue pajama and black shoes and tattoo on right side arm where Rakesh kumar written. Proceedings U/S 174 Cr.P.C is being conducted and dead body kept at Dead house RH Kullu for identification and Postmortem.

The accused has been arrested and laptop recovered.

1. Case FIR No 250/11 dated 4/11/2011 U/S 447, 379, 34 IPC has been registered on the statement of Tek Singh S/o Gokul vill. Dhaman PO Larji Sub tehsil Sainj stated that he has an ancestral land at village Larji and the total area is 0.9.0 bighas which has 15 share holders. One shareholder Uttam Ram S/o Gokul Chand sold his share to Smt. Koushalya Devi W/o Lt. Sh Panna Lal VPO Larji with out his consent. Now Sm . Koushalya Devi made possession in his land and cut down three trees of plum and ejected rubble with the help of Bhoop Singh S/o Sharu Ram VPO Larji. Case is being SI Paras Ram I/C PP Sainj.

Case FIR NO 549/11 dated 04.11.11 U/S 20 of ND&PS Act has been registered in     PS Kullu on the rukka of SI Mukesh Kuamar alleged that  on 04.11.11 when he was on patrolling duty at Pinsu Thach he recovered 630 gram unclaimed Charas from there. Lekh Ram R/o Dhar Tehsil Sadar Distt Mandi stated that on 04.11.11 when he Damodar was carrying sand from Luhri to Anni in Khayale Ram tractor and when they reached near Haripur the tractor rolled down 250 feet from the road and the driver died on the spot. CASE OF ABATEMENT OF SUICIDE

1.          Case FIR No 548 dated 03.11.11 U/S 306, 34 IPC has been registered in PS Kullu on the statement of Dine Ram S/o Sh. Budh Ram R/o Lari Distt Kullu stated that on 02.11.2011 his younger daughter Haliya Devi has been abetted by her in laws to commit suicide due to the torture of her in laws she hanged her self. Accused Dolma Devi w/o Gian Chand r/o Bradha Bagh, age 39 and Gain Chand s/o Chappe Ram age 45 have been arrested and sent to police remand for 2 days. Case is being investigated by Insp/SHO PS Kullu.

2.                Case FIR No 547/11 dated 03.11.2011 U/S 147, 148, 149, 451, 427 IPC has been registered in PS Kullu on the statement of Gian Chand S/o Chhape Ram R/o Bradha Bag Tehsil & Distt kullu stated that his eldest son Mr. Yuv Raj married  to Haliya Devi D/o Budh Ram Village Lari Distt kullu. On 02.11.2011 Haliya devi was alone at home. In the evening when Gian Chand, his wife and his son Yuv Raj came back to home and they found that the door of Haliya Devi was bolted inside and the volume of his deck(music system)was in full volume. When they broke the door,they found Haliya devi has hanged herself with the roof of room. After some time Haliya devi’s brother Dine Ram,Chaman lal,Amar Chand & Dole Ram entered their house and they beaten Gian chand and his family members and they broken their window panel & T.V set etc. case is being investigated by ASI Dheeraj Singh I/C PP Jari.

SUB: Final Report in cases of Encroachment on Forest Land

This order is with reference to CrMP(M) No. 1299/2008 titled as Yogendra Singh Vs State of HP. Whereas, Revenue Officials have been written about getting the encroached land demarcated but still the process of demarcation is very slow which is leading to unnecessary delay in preparing the Final Report in FIR registered (More than 1000 in total in Kullu District). And Whereas, Forest Officials have been written about giving the report of loss to flora and fauna and the same is also pending in all the cases. Being a case monitored by Honorable High Court of Himachal Pradesh police is duty bound to finalize these cases without any delay and within the time limit prescribed by Honorable Court. Following will be the further line of action in these cases:

1.   Investigating Officers will immediately visit the spot along with forest officials.

2.   IO will photograph the entire area and hard copies of these photos be formed part of Final Report u/s 173 of CrPC. Before taking the photos IO will set the correct date and time of the camera.

3.   IO will videograph the entire area and speak the details in the mic of the videocamera while recording which include FIR Number, date, under/section and Police Station; type of cultivation on the encroached land; status of built-up structures; inhabitants (persons living on the land); major landmarks closeby e.g. river flowing, buildings, forest area etc; type of fencing etc. All these videos are to be attached with the case file in form of Compact Disc (CD). This will help the Court, prosecution, police, witnesses during trial. Before taking the videos IO will set the correct date and time of the camera.

4.   IO will do measurement of the area based on Spot inspection and with the help of Forest Officials who can identify the area of the forest. On the basis of this measurement IO will prepare a Spot Map of the area mention the dimensions of the side of the encroached land. The unit of measurement will be in meters. This spot map is to be signed by the accompanying forest officials and revenue officials as the case may be.

5.   IO will take a report for the forest officials like Forest Guard, BO, RO etc about the joint inspection of the spot in which they shall mention about the name of forest beat, area, and other identifying details of that piece of forest land which has been encroached.

6.   Statements u/s 161 CrPC of all the police, forest, revenue officials, witnesses who are part of the joint inspection will be recorded by the IO.

7.   Statements u/s 161 CrPC of witnesses of the surrounding about the land use on that piece of land are to be recorded by IO.

8.   IO will procure documents related to ownership of the land i.e. Jamabandi of the land from forest officials which will prove ownership and possession of the forest land by Government.

9.   In cases where IPH, Electricity, Telephone connections have been taken, IO will procure the connection numbers and bills from the encroacher or from the concerned department.

10.                All the documents related to the cases should be properly tagged in the file including – certified copies of the proceedings already under taken by the forest department in the case; copies of correspondence related to these cases by SP Office Kullu; any documents produced by the encroacher in this regard.

11.                As and when the demarcation report by Revenue Officials and Report of Loss to Flora and Fauna by Forest Officials is received it will be presented to the court in the form of supplementary charge-sheet.

                        After complying with the above mentioned instructions and any other as deemed fit by the IO, SHO will prepare Final Report in the case and put up before supervisory officer who shall thereupon see whether the Final Report has been properly made and investigation carried out as instructed. It will be the duty of the concerned SO to see that these instructions are followed. After this first level of scrutiny the case file will be sent to concerned Ld. APP/PP for legal opinion. The case file will then be put in the concerned Court. All cases need to be finalized within one month. Any difficulty in execution of these instruction be immediately be brought to the notice of undersigned.

2.                  Case FIR No  334/11 dated 03-11-2011 U/S 3,4/3/67 of gambling act has been registered in PS Anni on the ruka of SI/SHO Anil Kumar alleged that when he was on patrolling along with  police party at bus stand Anni at about 1.30 AM  6 person namely Rajinder Kumar S/o Mohar Singh R/o Naldera , Sanju S/o Balle Ram R/o Shahani PO Tandi , Sunil Kumar S/o Ram Singh R/o Dashog , Sandeep Kumar So Mohar Singh at present garment shop Anni, Anil Kumar S/o Jagdish R/o Kawali , Dayal Singh S/o Mohar Singh R/o Baltha were gambling near Prince Guest House Anni and Rs.3800/- recovered from their possession. Case is being investigated by SI/SHO PS Anni.

1.   Case FIR No. 247/11 dated 01.11.2011 U/S 279, 337 IPC has been registered in PS Nirmand on the statement of Smt. Promila W/o Sh. Naresh Kumar R/o Dethwa PO Arsu Tehsil Nirmand Distt Kullu stated that when she was came back from Arsu to her Home along with her nephew Ayush and when they crossed the road at a Santro car no HP- 33T-9546 came from Deem side and hit Ayush. 2. Case FIR No 545/2011 dated 01.11.2011 U/S 379, 34 IPC has been registered in PS Kullu on the statement of Sh. Lalit Kumar S/O Sh. Saroop Singh R/O Jawahar Nagar Mandi Tehsil & Distt. Mandi alleged that on 9.10.11 he parked is M/Cycle No HP-33A -7894 near Hanogi Mata Saran Kullu. Next day he found that is M/Cycle was not there. On 1.11.2011 two person namely Arun S/O Sh. Chander kant R/O VPO Shamshi Distt. Kullu and Sanjay @ Illu S/O Sh. Arjun R/O PWD Workshop Shamshi Distt. Kullu have been arrested in above case and Bike was recovered. Case is investigated by HC Gyan Chand I/O PS Kullu.

CASE OF THEFT

3.  Case FIR NO 364/11 dated 01.11.2011 U/S 380, 34 IPC PS Manali on the statement of Sh. Shesh Ram S/O Sh. Natu Ram R/O Dohlu Nala Distt. Kullu stated that he is working as a watchman on the stone crusher of Sapurn Chand at Dohlu Nala. Due to death of the owner of the crusher was closed and 01.11.11 when he was check the crusher compound he found that one vehicle No HP-O1K -1478 was parked there and two person namely Panna Lal S/O Sh. Monna Lal R/O Jatehar Bihal Teh. & Distt.Kullu and Suresh Kumar S/O Sh. Jawahar Lal R/O Jatehar Biha Tehsil and Distt. Kullu were loading the two electric Motor of Crompton greaves. Case is investigated by HC Mohinder Singh I/O PP Patlkuhal. Both the persons were arrested and property recovered.

Amit Kumar S/o Jai Dhar Sharma VPO Puid Distt Kullu alleged that on dated 30/10/11 he was going to his home and when he reached near home, suddenly four persons Jai Kishan, Hira Singh, Arvind and Kamlesh obstructed his way and beaten him with stick and also threatened him with dire consequences.  Case is being investigated by SI Om Chand I/O PS Kullu.

2.   Case FIR No. 542/11 dated 31/10/11 u/s 420, 467, 471, 120B IPC has been registered in PS Kullu on the complaint of Deen Dyal R/o Ramshila through SV & ACB, CR MANDI (HP) against Anil Kumar ration depot holder who had made three ration card fraudulently at least at three places in the commodity distribution register with the intention to get excess commodities for the purpose of black marketing. Case is being investigated by SI Het Ram I/C PP City AB Kullu.

3.    Case FIR No 543/11 dated 31/10/11 U/S 504,506 IPC has been registered in PS Kullu on the application of Ugam Singh S/o late Jawar Lal Thakur R/o Runa PO& Tehsil Anni Distt Kullu at present Police Line Kullu alleged that his daughter is studying in GDC Kullu. One unknown person is continuously using the filthy languages and threatening her telephonically. Case is being investigated by ASI Hari Singh I/O PS Kullu.

4.   Case FIR No 544/11 dated 31/10/11 U/S 452, 323, 506 IPC has been registered in PS Kullu on the report of Mukund Lal S/o Dharm Chand Tehsil &Distt Kullu alleged that on dated 31/10/11 one person Satish Kumar @ Moni Vill. Chansari Tehsil & Distt Kullu along with his friend entered his rented room at Tikra bouri and beaten him & also threatened him with dire consequences. CASE OF CHEATING AND CONSPIRACY (NIGERIAN SCAM)

5.   Case FIR 249/11 dated 1/11/2011 U/S 420,120(B) IPC has been registered in PS Banjar on the statement of Manoj Kumar S/o Shiv Ram Sharma R/o VPO Sainj Sub Tehsil Sainj Distt. Kullu stated that on dated 24/9/2011 he received a SMS on his phone No.8894351978 from phone number 00447017606114 and e-mail id "pro_robertgates@hotmail.co.uk "that you have win “coca cola fortune draw program UK 2011" and he received another SMS that Mr. Elex James will come to India on 26th September 2011 with check of 5 lakh dollars.  To convert the 5 lakh dollars, he has to pay 37500/- rupees. On 29/9/11 complainant received a phone call   from above no. that to transfer the money send Rs.1,17,500 and he again deposited Rs.              1,17,500 in account of GIR trading 627805016840 ICICI Gariahat Calcutta. On this he went to SBI Sainj along with his father and Bank official told him that he have been cheated. Case is being investigated by SI/SHO Surender Pathak PS Banjar.

CASE OF BURGLARY IN WINE SHOP

6.   Case FIR No 222/11 dated 1.11.2011 U/S 457,380 of IPC has been registered in PS Bhunter on the statement of Sh. Kuldeep Singh S/O Sh. Hukam Chand at present sales man English Wine shop Sarabai Tehsil and Distt Kullu stated that during the intervening night 30-10/1.11.2011 some unknown culprits have broken the shutter of the English wine shop at Sarabai and stolen away English Wine worth Rs. 12,690. Case is being investigated by ASI Nirmal Singh I/O PS Bhunter.
