DEPARTMENTAL ACTION RECOMMENDED AGAINST FOREST AND REVENUE OFFICIALS

For controlling the illegal cultivation of cannabis and opium in Kullu District Kullu Police launched a special destruction campaign of poppy/opium w.e.f 18.4.2011 to 5.5.2011. During campaign poppy cultivation/plants have been destroyed from total 392.14 bigha and total 50 cases have been registered against cultivator in private land and during cannabis destruction campaign from 18.6.2011 to 31.10.11 cannabis plants have been destroyed from total 6677 bigha area in private land as well as forest land and total 94 cases have been registered  out of which 22 cases have been registered against cultivators in private land and 72 cases against unknown person in forest land.

                             In refer of the minutes of meeting of High Powered Committee relating to NDPS held on 03/06/10 under the chairmanship of Chief Secretary, Himachal Pradesh, Minutes of meeting of “High Powered Committee” related to NDPS held on 02/07/09 under the chairmanship of Chief Secretary, Himachal Pradesh constituted by Notification No. Home (A) A (9) 2001-Vol-11 dated 17^th April 2007 Minutes of DC/SP conference of 2010 the department of Forest, Revenue, Panchayat, Rural development etc have also been introduced/informed about their role during destruction of cannabis & poppy plants and the provisions of the NDPS Act. After the completion of opium & cannabis destruction campaign,  this office has recommended names of 14 patwaris and 2 forest guard(for opium cultivation) and 6 Patwaris and 14 Forest guards(for cannabis cultivation) to the Deputy commissioner  Kullu, vide this office letter 6609/SB dated 10.6.2011 w.r.t letter  no 803/SB dated 22.1.11& 5502/SB dated 21.5.11 and Conservator of Forest Kullu vide endst no 6610/SB dated 10.6.11 w.r.t letter no 801/SB dated 22.1.11& 5498/SB dated 21.5.11)  for initiating departmental action against Patwaris & Forest Guards under whose jurisdiction the opium & cannabis plants  have  been found and destroyed.

CASE OF ACCIDENT
1. Case FIR No. 565/11 dated 01.12.11 U/S 279, 337 IPC & 184, 187 MV Act has been registered in PS Kullu on the statement of vaishali D/o Sh.Manoj Kumar R/o Katoh Tehsil Sarkaghat Distt Mandi at present student of 9th class KVS kullu stated that on 01.12.11 when she dropped by school bus in the mean time a Motor cycle No HP-34-0844 came towards Dhalpur and hit her. Case is being investigated by HC Shayam Lal I/O traffic Kullu.
CASE OF ACCIDENTAL DEATH
2. Case FIR No. 566/11 dated 01.12.11 U/S 279, 337, 304AA IPC & 184, 187 MV Act has been registered in PS Kullu on the statement of Indu D/o Uttam Singh R/o jaterh Bihal PO Katrain Distt Kullu stated that on when she was going to back her home from Majdhari along with her grandmother Uttami Devi, Pushapa Devi and her son Manish and Sapna at the same time one Maruti van No HP-34B-2973 came towards Raugi and overran her grand Mother and Sapna and both of them died on the spot. Case is being investigated by I/C traffic Kullu.
CASE OF ACCIDENT
3. Case FIR No. 377/11 dated 01.12.11 U/S 279, 337 IPC & 187 MV Act has been registered in PS Kullu on the statement of Satish Kumar Manager K.K. Hydro Power Ltd. Baragran sated that when he was at Katrain in the mean time one auto No HP05-9844 came towards Patlikuhal and hit two persons namely Rakesh patel and Rishi Dhiaman. Case is being investigated by HC Mahinder Singh I/O PP Patlikuhal.
CASE OF EXCISE ACT
4. Case FIR No. 346/11 dated 01.12.11 U/S 61-1-14 Ex Act  has been registered in PS Anni on the rukka of SI/SHO PS Anni alleged that on 01.12.11 when he was on patrolling at Kotseri as he has recovered 15 liter illicit liquor from the possession of Ram Singh S/o Man Chand R/o Marech PO Dagehar Distt Kullu. Case is being investigated by SI/SHO PS Anni.
CASE OF BURGLARY
5. Case FIR No 347/11 dated 02-12-2011 U/S 457, 380 IPC has been registered in PS Anni on the application of Smt Shakuntla Devi w/o parkash chand R/o Bharai PO Digerh Tehsil Anni alleged that at about 7.00 pm when she was bathing her children in her bathroom at the same time one person namely Khem Chand S/o Ramu Ram R/o Bharai stolen away her luggage, trunk, Rs 7000/-, golden nose pin, one pass book Himachal Gramin bank. Case is being investigated by SI/SHO PS Anni.
CASE OF INQUEST
6. On 1/12/2011 at 10 pm an information received through telephonically in PS Banjar that one person namely Jeet Ram S/o Shiv Ram R/o  Dharakhadi PO kotla tehsil  Banjar Distt Kullu  fell down on the way Dharakhadi. On this HC Krishan lal along with police party rushed to the spot and found that one person fell down from the way near Dogra village and died on the spot. On enquiry no foul play comes to the notice. Proceeding U/S 174 has been carried out by HC Krishan Lal I/O PS banjar. Dead body handed over to the relative of deceased persons after post mortem.

7. Today on 2/12/2011 at about 11 am a rally was organized by the 1100 boys and girls of GSS school Banjar on pollution day. Rally started from GSS school Banjar to new bus stand Banjar and back to GSS school Banjar via Sheglu Bazar Banjar. The rally ended peacefully .

8. One person namely Bal Ram S/o Babu Tamang Nepali has been arrested U/S 114 Police Act by HC Rakesh Kumar at Manali.
CHALLAN UNDER MV ACT
9. 36 Challan under MV Act has been made by I/C traffic Bhunter and fined Rs 4200; 7 Challan under MV Act has been made by I/C traffic Kullu and fined Rs 400.

CASE OF HOUSE TRESPASS AND HURT

1. Case FIR No. 251/11 dated 30/11/11 U/S 452, 323, 504, 34 IPC has been registered in PS Nirmand on the statement of Jitender Thakur S/o Sh. Vijender Singh Village Jhalli Tehsil Nirmand district Kullu stated that on 29/11/11 at about 11 PM he was present at his room along with his mother in the mean time Shyam Singh, Rajneesh Kaushal and Mohinder Pal R/O Jhalli knocking his door when he opened the door Shyam Singh kicked the door and broken the bolt of door and entered in the room and beaten him and his mother with slap and kick. Case is being investigated by HC Amar Singh I/O PS Nirmand.

CASE OF CUELTY BY HUSBAND

1. Case FIR No 231/11 dated 30.11.11 U/S 498A, 506, 34 IPC has been registered in PS Bhunter on the statement of Smt. Ranu Devi age 26 years W/O Sh. Chanchal Kumar R/O Rigar PO Rajgarh Tehsil and Distt. Mandi A/P C/O Ishwar Dass VPO Shamshi Distt. Kullu stated that her husband, father in law, mother in law, and sister in law tortured her and demanded dowry and they threatened her with dire consequences. Case is being investigated by ASI Nirmal Singh I/O PS Bhunter.

CASE OF KIDNAPPING FOR MARRIAGE

1. Case FIR No 345/11 dated 28.11.11 U/S 366 IPC has been registered in PS Anni on the statement of Diwan Chand S/o Khem Chand R/o Dhar PO Anni Distt Kullu stated that on 09.11.11 his daughter Asha was abducted by Nitish Kumar S/o Nam Dass R/o Ropari Post Office Anni Distt. Kullu for marriage. Case is being investigated by ASI Tej Singh I/O PS Anni.

Case FIR No 564/11 dated 28.11.11 U/S 279, 337 IPC & 184, 187 MV Act has been registered in PS Kullu on the rukka of L/HC Maya alleged that on 28.11.11 at 3.15 PM One Motor Cycle No HP-34B-2679 was going towards Manali and near Bashing one Santro car No HP-58A-1101 hit the motor cycle. Case is being investigated by L/HC Maya I/O Traffic Kullu.

CASE OF HOUSE TRESPASS AND HURT

1. Case FIR No 562/11 dated 27.11.11 U/S 451, 323, 34 IPC has been registered in PS Kullu on the application of Sh. Gopi Chand Dogra S/O Sh.Jit Ram Village and PO Kararsu Tehsil and District Kullu alleged that on dated 25-11-11 at about 6.30 PM when he was in his house in the mean time two person namely Hira Lal and Ranjeet S/O Sh. Anup Ram VPO Karasu came in to his house premises and started beaten him and his wife. Case is being investigated by ASI Hari Singh I/O PS Kullu.

2. Accused Sunil  Kumar   S/o Sh. Purshotam Chand  R/o   Gohlian PO Bharthyan Tehsil &  Distt Hamirpur  age  30 years  has been arrested in case FIR No   249 / 2011  dated  22/11/2011   U/S  363,  366 (A), 376  and  120(B) IPC  PS Nirmand on  dated   27/11/2011.
