DEPARTMENTAL ACTION RECOMMENDED AGAINST FOREST AND REVENUE OFFICIALS


For controlling the illegal cultivation of cannabis and opium in Kullu District Kullu Police launched a special destruction campaign of poppy/opium w.e.f 18.4.2011 to 5.5.2011. During campaign poppy cultivation/plants have been destroyed from total 392.14 bigha and total 50 cases have been registered against cultivator in private land and during cannabis destruction campaign from 18.6.2011 to 31.10.11 cannabis plants have been destroyed from total 6677 bigha area in private land as well as forest land and total 94 cases have been registered  out of which 22 cases have been registered against cultivators in private land and 72 cases against unknown person in forest land.
                             In refer of the minutes of meeting of High Powered Committee relating to NDPS held on 03/06/10 under the chairmanship of Chief Secretary, Himachal Pradesh, Minutes of meeting of “High Powered Committee” related to NDPS held on 02/07/09 under the chairmanship of Chief Secretary, Himachal Pradesh constituted by Notification No. Home (A) A (9) 2001-Vol-11 dated 17th April 2007 Minutes of DC/SP conference of 2010 the department of Forest, Revenue, Panchayat, Rural development etc have also been introduced/informed about their role during destruction of cannabis & poppy plants and the provisions of the NDPS Act. After the completion of opium & cannabis destruction campaign,  this office has recommended names of 14 patwaris and 2 forest guard(for opium cultivation) and 6 Patwaris and 14 Forest guards(for cannabis cultivation) to the Deputy commissioner  Kullu, vide this office letter 6609/SB dated 10.6.2011 w.r.t letter  no 803/SB dated 22.1.11& 5502/SB dated 21.5.11 and Conservator of Forest Kullu vide endst no 6610/SB dated 10.6.11 w.r.t letter no 801/SB dated 22.1.11& 5498/SB dated 21.5.11)  for initiating departmental action against Patwaris & Forest Guards under whose jurisdiction the opium & cannabis plants  have  been found and destroyed.
